General Summary:
The Senior Procurement Manager is responsible for leading a full-cycle, technology-enabled strategic procurement process across for-sale and not-for-sale products and services. The Procurement Manager will partner with key internal stakeholders (i.e. spend owners, category managers, buyers, etc.) to execute the key stages of the procurement process—from the development of the strategy and approach, to the execution of the eRFI/P, to the auction event and post-auction follow up including (but not limited to) contract negotiations, audit, cost recovery and supplier management with two-way performance scorecard.
The Senior Procurement Manager is responsible for supporting the Procurement Director in developing a priority list of procurement projects to drive increased spend through the procurement pipeline, through proactive outreach to internal stakeholders, specifically those people driving strategic procurement and/or spot buying activities.
Duties & Responsibilities:
Leadership
- Category subject matter expert who provide leadership thinking and experience in their areas of expertise; and identify savings opportunities in total lifecycle and ownership costs
- Expertise include (though not limited to): Store Supplies and Fixtures, Fulfillment, For Resale
- Lead For Resale sourcing kickoff meetings with the buying group and other key stakeholders such as DGGS, Global Compliance, SLM team, and Supply Chain
- Conduct quarterly business review meetings with department executives and senior leadership to incorporate current and future requirements into procurement strategies
- Conduct annual supplier review meetings (with department executives as appropriate)
- Provide coaching and guidance in the area of procurement to fellow team members
- Develop procurement policies and procedures, with scheduled review to refresh based on input from key internal and external stakeholders
- Develop short, mid, and long term procurement strategies that incorporates multi-generation cost reduction initiatives
Program Management
- Develop Resale and Not-For-Resale sourcing strategies for incorporating procurement tools (i.e., eRFI/P and auctions)
- Develop and maintain the processes and infrastructure necessary to support a best-in-breed procurement including:
-- Track key commodity indices and supply markets to develop procurement strategies and benchmark current costs
-- Develop category specific RFP library management processes, RFP templates
-- Develop negotiation strategy (traditional or internet) criteria, templates, and setups
-- Provide supplier and internal training documentation and tools - Develop methodologies to assemble and leverage eRFP and negotiation data collected throughout the procurement program back into the development of category management and sourcing strategies for next generation cost reduction
- Develop metrics and collect data to summarize procurement results and accomplishments over time for continuous improvement
- Ensure the contract is fully negotiated and executed between the business owners and suppliers, and audit for compliance and cost recovery
- Provide positive and constructive feedback to suppliers where appropriate to sustain and improve performance to scale with corporate growth strategies
Project Execution
- Lead stakeholder team through the development and execution of optimal procurement strategy, including specification and scope of work development
- Conduct peer review that addresses supply market dynamics and category criteria to ensure consistency with key requirements for sourcing success
- Develop a supplier communications plan in support of procurement strategy, including supplier orientation and training
- Design and build of the optimal bid structure for both RFx and Auctions
- Validate final bids and generate and distribute eRFI/P and auction reports
- Facilitate the incorporation of negotiated terms and conditions in contracts with category owners and Law Dept
- Execute on time with managed internal and external stakeholder expectations
